Support initiative action selecting in start_action method of scheduler module

Currently, Senlin scheduler only passively accepts request from engine to schedule specified actions. However, it should also have the ability to initiatively pick up a suitable action in READY status for scheduling. To provide this support, we need to extend current design of start_action method in scheduler module to enable initiative action selecting.
