Make senlin-api be aware of engine failure

This blueprint tries to add engine failure detection support in senlin-api to avoid sending rpc calls to failed engines.

Maybe we don't need this functionality since died engine will stop receiving rpc request from senlin-api and thus won't cause rpc request hanging.
