When creating node with bdm, we may create bdm first when it is not exist

Now we create node using exist bdm as default. But sometimes, prople dont't create bdm in advance, so we should firstly check the bed we use is available.

Thie feature operation as floown:
a) node create use has exist volume configure in BLOCK_DEVICE_
b) the BLOCK_DEVICE_
c) if check the volume has available, the node will be execute do_create operation. if the volume has in-use status, the node don't execute do_create operation.
