Make Angular-based panel as default

Make Angular-based panel as default and deprecate Django-based panel.

We have Django-based panel and Angular-based panel now. We have finished rewriting to Angular-based panels in Queens and its fuctionality is almost same as Django-based panels. So propose making Angular-based panels as default and deprecating django-base panels.

Django-based panels will be removed in S cycle or later.
