Add a Volume Type Plugin

Create a plugin for indexing cinder volume type (OS::Cinder:
First of all, I'm going to investigate all of the notifications related cinder volume type,
and confirm that it is good enough to index for search.
If It's not good enough, I try to propose improving notification for volume type against to cinder-specs.
