Magnum does support sending events, although they seem to be ceilometer specific based on their current documentation. They even automatically setup messaging configuration if ceilometer is enabled.

[shu-mutou] At Austin Summit, Magnum decided to become Container Orchestration Engine Management Service. It means Magnum doesn't manipulate containers. So we should add magnum-plugin for only baymodel and bay. And plugins for k8s, swarm and mesos are not in scope.
[TravT] Might need to get some help from Magnum team to provide the plugin for the Newton cycle.
