Glare Artifacts

We need to better understand how Glare artifacts should be indexed into searchlight and ensure that we'll be able to support them in searchlight.

As of Mitaka:
 * Will emit notifications
 * Alex Tivelkov or Mike Fedosin for contact points
 * Still need API to be stabilized

[2016-09-15 nikhil]: as per GB21's request on IRC, messages on #openstack-searchlight and Glare meeting today, followed by indication from Mike Fedosin to let her be assigned to this work and his willingness to support her [1], I've assigned her this BP.
