Document how searchlight is expected to handle failures with indexing data

Today Searchlight receives requests to index resources in elastic search. The code has a try catch with OSLO message acknowledgement, but the general guidelines and design for failure handling has not been documented. This blueprint is to document that, but to also inspire active discussion on what should be done.
