File exchange module

A file exchange module should be implementet, because the "file library" module
is an "admin only" module with one data source.
1. The file library admin should be altered to handle every "starting path" given
by a landing page (module config) or the default library path
2. Implement a simple view to display the files and make them downloadable. A bit
like the admin but without the upload/folder features
