SchoolTool maintains current activity sheet between sessions

We need the activities view to work like the gradebook view in that
you have a current worksheet with its activities visible. Then there
should be buttons for adding or editing worksheets or adding
activities to the current worksheet. The actions menu is not very
useful, so the actions for adding/editing worksheets or activities can
be removed.

I'm a little curious about why the action menu is not useful. is it because it has become a drop down menu and the user doesn't think to check it? Was it more useful when it was always visible in the side of the screen? Should there be a permanent row of buttons instead of a menu?
