Creating a set of sections from the stream

This differs from what Fran and I discussed on the phone, mostly because we can't make drop down menus in a spreadsheet without changing Excel libraries, which would be a pain for a relatively small task.

We're proposing a link from the view of a stream to create several (up to 12) sections at once. There would be an Add: Sections link on the stream page.

This would take you to a form with 12 rows, and columns for:

Section Title (optional | Subject | Instructor | First term | Last term |

-- subject and instructor are drop-downs.
-- first and last term are only active if there are multiple terms defined for the year.

We should have an active date, with the beginning of the year as the default.
