Ordering subjects in reports
Assessment reports, is it possible for schools to set the order in which subjects should appear in the assessment reports. E.g. An option in set up which shows the courses and allows you to mark the order?

Tasks:
1. In the courses view of a year, add a link "Actions: Set report order" and a view that displays a table with Order and Title columns, listing all the courses and dropdowns with positions (similar to the reorder view for levels). (4 hours)
2. Update all the assessment reports to use this order. (6 hours)

[DONE] TODO: 1. Reordering subjects: The subject order didn’t change on any of the assessment reports (I checked overall school report and student report but it hadn’t changed on either in the rising demo). Seems fine on the dashboard across PEAS, Rising and ISLI.
