Tasks:
1. Add a view that converts all non-default groups to streams for a year, copying members and group fees structure (4 hours)
2. Add fees functionality for streams based on group fees (add fees link in sidebar in the stream view, Fees table in the stream view, ability to edit recurrences on stream members, when a student is added to the stream they should get the listed fees, etc) (8 hours)
3. Change existing school year fees views to propagate changes also to streams. (3 hours)
4. Convert existing reports that still use groups to use streams (3 hours)
Estimate: 16 hours

Douglas: I think we don't need the fees group tick box we discussed before because we are going to add the Fees table in the stream view (just like the one for groups) listing the added fees.
