Flexible grade set up

Allow schools to set up grades to flow through to the reports. The set up should include "grade label", "percentage range" and "colour coding". Include validation for the % range to make sure no overlap.

This should then flow through to: all keys in the assessment reports, all colour coding in the assessment reports, and the overall school report table which has the grades label and % on the left hand side
