Fees fine button on student profile
Fees module: add a fine button on the student profile page to allow fines to be added throughout the year.
*Each fine should be listed out separately on the student fees summary on the student profile
* For the basic fees report the fines should be added together in a column titled "fines" under the fees owed section

Tasks
1. Add a "Add Fine" next to the "Add Credit" button in the Fees accordion.
2. The Add Fine button takes you to a regular form with fields: Date, Title, Description and Amount.
3. Add Edit and Delete actions for Fines.
4. In the Current and Future fees tables show Fines with different style than credits and debits.
5. Add a Fines column to the Basic fees report by section.

Douglas: Fran, how do you want fines to look in the student profile. A separate table? We also forgot to discuss how to restructure the Fees accordion to show multiple years and balances accordingly.
Maybe it just appears as a line with the title and the amount (as per filling in the debt box) and could it appear in italics maybe? Some easy way to differentiate would be good.
Fran:
Look: Title always says "FINE" (can TITLE in the add fine button be autofilled to say "FINE")
Colours: Is it easy to add colours to say any debit = red (including fines), credits = green, credit write off = blue?
Restructure: Just do the same as suggested in the credit write off dialogue. 3 tables with current, future and past.
[DONE] TODO: use green for credits in the 3 tables and in the Fees paid column header in the Basic fees report.
