Special command to exec a plugin

Schedio3 can't be limited to c or c++ plugins. (plugins that have just a file to execute by the system)
It must accept python, or others Interpreted languages.
For that, we have to accept a file to configure, something like :
'python -option name_of_the_plugin'
With this in a file, schedio just have to add exec options.
