Make help easier to access and implement
The online help available when using the bot should be more intuitive, clearer, easier to write and edit and more uniform.
One way to do this may be putting the help stuff in seperate files (or a database) so that it is easy to write (and translate). Then the help could follow a template so it is easy to look the same.
Also, should make it so that when SCB is given a command wrong or something like that, it will be smart and provide help for that feature.
This should make it much easier to write a feature.
Also, need to ensure that help is case insensitive!

Specification is a good start but needs more information.
This has been started, in that code has been written to get help for specific commands and the provided help has been improved.
At the moment tho the help is still all hard coded into the features which will be bad when it comes to internationalis
Not much progress will happen with this until the feature blueprint is finished and that branch is merged with the trunk, but as I have gone thru all the features I have done some work on this.
