Clean up code in class Jpeg and Image

The code in the classes Jpeg and Image has to cleaned up:
* Convert C-Style code in C++ Style
* Get rid of unnecessary casts from float to int to unsigned int to unsigned char etc.
* Throw exceptions instead of giving out error messages to stderr
The problem ist probably that the code has to be well understood so that it can be cleaned up properly!
