Create a Pecan/WSME framework for v2 API

To be aligned with other OpenStack projects, it is desirable to use Pecan/WSME for the v2 API.

A framework that can run along side the existing v1 and v1.1 flask-based APIs within the sahara-api service is needed.

There is a bunch of requirements for framework implementation in Sahara:

* functional testing support;
* docs generation using WSME models (could be extremely difficult due to the a number of dynamic configs);
* support running as wsgi app inside the Apache, etc.
