[Rename] Savanna to Sahara in the puppet modules

https://github.com/stackforge/puppet-savanna (soon to be puppet-sahara)

all uses of Savanna need to become uses of Saraha

documentation and code changes can proceed immediately. full renaming will have to wait until new sahara packages are generated.

backward compatibility is not a concern

owner should feel free to add multiple work items and recruit assistance
