Re-implement RemoteShell's ssh proxying

This is a re-implementation of the existing ssh proxy feature.
This change will replace the subprocess call to `ssh -A`, and opt to pass a paramiko transport object as a gateway for ssh, rather than the child process created by Popen in ProxyCommand.
