Provide an `ip_info` and `netloc_info` function

There is currently a `domain_info` that is usable within Satori and other applications as a library, but it assumes a domain name. Satori should also have an `ip_info` to find all IP information (whois, etc), and a `netloc_info` that can take either IP or Domain and route appropriately.
