Play a clip from a file given a start and stop time

sap should be able to play a clip from an audio file if the user inputs a start and stop time. The times should be parsed to the nearest 1/10 of a second.

Doing this *should* be fairly easy if the start and end times were given in seconds or milliseconds.
For example: sap -s 10 -e 5 SOME_FILE could play SOME_FILE starting 10 seconds in and ending 5 seconds from the end of the file. There are other ways this could work, and I'm open to suggestion.
