Wrest the last charge from an empty, recharged wand of wishing.

Currently, when a wand of wishing is depleted and recharged once, saiph will not attempt to wrest the last charge from the wand. It would be helpful to be able to wrest the last charge from a wand of wishing if something is needed. This takes time, however, so it should be done only when not under attack or other threatening conditions.
