Configuration related operations of Vanilla Hadoop Plugin should be improved
What needs to be done:
- Plugin should return well-defined set of parameters as per spec:

- Define required and optional parameters;
- Implement importancy of parameters. Importancy means which parameters should be listed on the response(REST, UI) in the first places, which second etc
- User provided configuration handling;
- Other improvements.
