[UI] Dashboard should use extended node processes details

There are several workflows when we should use extended node processes details:

* while creating cluster template node groups with processes with min-max 1 instances should be set to 1 by default and disabled;

* while creating cluster template only node processes with 'anti_affinity_applicable' should be displayed in anti affinity check box group;

* while scaling cluster scaling buttons should be displayed only for for processes with 'scalable' = True.
