Scaling out is not properly working when 'enable_data_locality'(topology) option is on.

If 'enable_data_locality' option is on, topology.data and topology.sh files are added to Hadoop Cluster (in case HDP, /etc/hadoop/conf). In this cluster, scaling out failed because Sahara tries to access those files before generating them. On top of that, there is a bug, which is, topology.data file in existed nodes is not updated even though new nodes are added. These bugs will be fixed in HDP plugin.
