Implement basic i18n support

Basic i18n support should be implemented in OpenStack-like style for Savanna.

Public translation mechanism should be implemented.
All user-visible texts should be replaced with "keys" == externalization, we have a separated issue for it - https://bugs.launchpad.net/savanna/+bug/1201519

On the summit it was mentioned that Oslo has something for i18n. It makes sense to check it out.
