[NGA] Periodic tasks support

Savanna needs long-running tasks execution for the following operations:
* decommissioning for cluster scaling;
* moving big data between clusters;
* jobs execution;
* etc.
We decided to implement it the easier way - periodically run long-running subtasks on each engines.
