Provisioning a cluster over a private network (Neutron)

Certain customer scenarios will not allow the use of floating IPs in an OpenStack environment leveraging neutron networking. Therefore, Savanna requires a mechanism that will allow the Savanna server to communicate with the launched VMs using the associated private network. Both SSH and HTTP communication need to be addressed.
