[DIB] Merge Fedora and Ubuntu DIB elements

Currently there are two disk-image-builder elements for creating images, one for Ubuntu called "hadoop" and one for Fedora called "hadoop_fedora". These two elements should be merged into one. The result will be both platforms as peers, enhance maintainability by eliminating code duplication and allow for a single path through documentation.
