Implement helper functions to interact with VMs

Savanna should have helpers to interact with provisioned VMs.
The former name of this "instance interop helper" is VMManager.
List of needed functions of this component:
- setup SSH connection;
- execute remote command;
- transfer file to the remote machine;
- interactive command invoking;
