HDP plugin cluster provisioning with no external network access

Allow for the configuration of a locally accessible HDP repository to enable the provisioning of clusters via that HDP plugin when nodes have no external network access. This would work with both vanilla and HDP vm images.
A user could setup up a HDP repository on a locally accessible node and then provide the url to the HDP plugin when provisioning a cluster.

Currently, the HDP plugin requires that each node has access to the public HDP repositories.
