Document hadoop cluster upgrade procedure
We need to provide instructions on how to migrate hadoop sahara clusters from old hadoop versions to new one. Also we need to document hadoop version support cycle.

Initial plan for icehouse release:
1. There should be at least one openstack release cycle of deprecation period for hadoop version. We can't just remove version which was supported by released sahara.
2. Don't support hadoop cluster upgrade. Force users to create new cluster on newer hadoop version and migrate data.
3. Create instruction on how to migrate data from one cluster to another.
4. Do not modify components in existing hadoop versions. Changes like oozie upgrade need to be done for newer hadoop versions only.
