Need to track node count and storage for Hadoop clusters

Need to track
- Total node count
- Avg. qtrly & monthly node count

- Total cumulative raw storage capacity across all provisioned clusters
- Avg. ( qtrly & monthly) raw storage across clusters

This information needs to be tracked by Savanna controller rather than the different Hadoop distro plugins as the Hadoop cluster itself can be short lived and provisioned on demand.

(jhalterman): Ceilometer should be able to calculate cumulative/average storage capacities for different time periods (quarters) across different resources. All that Sahara would need to provide to Ceilometer then are low level storage capacities, such as per node, and simple node counts (such as per cluster/tenant).
