Implement streaming Map Reduce jobs in the dashboard

Support for streaming MapReduce jobs is being implemented by the savanna api. This blueprint is for the dashboard implementation that will be based off that work (edp-oozie-streaming-mapreduce).

Additional job configuration fields for Mapper and Reducer will be displayed on the Job Configuration page at launch time. Those fields will be mapped to the appropriate edp.java.* job config params which will save the end user from needing to know those details.
