[UI] Support oozie files and archives

The <files> and <archives> tags in Oozie allow worflows to use files in hdfs through the distributed cache. Once files and archives are supported in the api, the Sahara dashboard should provide a way for a user to utilize them.
Current thinking is that files and archives could be specified on the job launch (job execution) form, but there is room for discussion on that.
