cluster configuration deployment

There are instances when a service provider or cloud operator that has many Bigdata clsuters in operations may want to alter/add/remove specific configuration parameter related to a service (such as hive, impala, hbase, hdfs, yarn , etc) accross all the cluster footprint. Assuming these clusters are already operational we should have a feature that should be able to deploy these configurations preferably in a way that avoids individual touch points to all the clusters and also prevents sub optimal user experience
