[UI] restrict cluster choices for job

We should restrict ability to choice the cluster for the job if a cluster in any state except 'Active' state. Also sometimes cluster may be in 'Error' state but it can still perform some jobs, so we can select this cluster for job but should warn the user about 'Error' state.
