Add High Availability to CDH Plugin

Add high availability to cdh plugin, this way can help to protect a long run virtual cluster without single points of failure. In Cloudera CDH 5.3.x, there are several components support to be launched with high availability, such as HDFS, MapReduce(MRv1), Yarn(MRv2), ...etc. This implementation can be divided to several parts and step by step to finish all of them in cdh plugin.
