Baremetal and hybrid clusters

We should support using Ironic for provisioning both baremetal and hybrid clusters.

It should be supported for both direct engine (before removing) and Heat-backed engine. The main idea is to support selecting different regions / node types for node groups like:

* node group "master" is bare metal
* node group "worker" is virtual
* node group "storage" is bare metal

Implementation details depends on how it'll looks like in nova-ironic integration.
