Advanced cluster management capability

Current Sahara API supports creating, listing, getting, scaling and deleting clusters. Additionally, some advanced management capabilities are highly valuable. In practice, a Sahara deployment might not has its dedicated hardware cluster. On the contrary it can just share physical resouces with other cloud services. To handle such cases Sahara should provide cluster suspend, resume and migrate management capabilities, therefore a better resource utilization can be achieved.
