[EDP] Add Oozie Shell Action job type

Currently we have no edp shell action job type, but it is useful for running shell jobs.

It could be particularly useful for running specialized jobs with options that may not be otherwise available in Sahara EDP, for example a Java job that requires a special classpath value or a job that is launched with a special wrapper script (ie, the Spark jobs in EDP are
launched from the CLI using a Python wrapper).

Normally these kinds of specializations are not available to the end user -- they have to be
added as features into EDP engines.
