Scenario Facility Group Allocation Enhancements

Currently, the Facility Group Creation step in the Scenario Creation Wizard displays all potential facility statuses in the Allocation column (right side). A proposed enhancement is the have Setup and Standby (the only 2 logical "at activation" statuses) at the top of the column.
If other statuses are included they should load collapsed with Setup and Stand by expanded.
