There should be a one to many relationship between staff and staff resource type (with a unique index between these). This is what enables multi-hazard response.

Currently for the deployment of staff they are associated with organizations and then defined as a resource. For example:
Name: Jane Doe
Org: Red Cross
Resource Type: Nurse
In the current trunk a staff member can only have one Org & Resource Type; however, this should be enhanced so allow for multiple associations.
