Inplace editing via javascript to make staff resource requirements prettier:

When a facility is included in a scenario the administrator/manager creating the plan specifies how many of a given type of staff is necessary to staff that resource - this is known as a Staff Resource Requirement.

there is a stub in _staffresourceform.php to bind all the inputs to an inlineedit jquery class

this needs to be extended and changed so that:

IF an input HAS text (value) in it, set that item to a span (on load) THEN if you click on that item, turn it to an input box. maintain ids and values, etc.
