getOutputFrom() is racy

The routine getOutputFrom() is used by rpm to pass
info on stein to helpers and to read the results back.
The routine is little more than a delay loop with a poll/select
timeout in actuality: the loop is racy (but the timers are "known good"
Panu @rpm.org has actually fixed the issue, and his patch needs to be swiped.
