Add support for an rpmdb access through ODBC (or JDBC)

ODBC is an M$ industry standard API to access a remote SQL
database efficiently.
A JavaScript ODBC module will likely exist within GPSEE soon.
This blueprint is written as an opportunity to use JavaScript embedded
in RPM through GPSEE modules with a ODBC API to perform comp[ile/exec
acccess.
Since sqlite3/
be a means to access SQL databases through a common wrapper API
with sufficiently similar SQL schema for all SQL databases.
