RPM has permitted tar payloads for years (caveat: hardlinks aren't handled).
Adding a wrapper for bsdtar is another approach to end the (rather pointless imho) discussions about 2Gb limits in RPM packages. The flaw is that a package/file of size ~2Gb is largely useless. Breaking a humoungos archive into smaller pieces is what should be done instead of attempting to permit unlimited size packages/files.
