Suggestions for changed msgids

Andrew Sayers in bug 264122 suggests that where it's likely that a new potmsgset may be just a change to an old one (which is now obsolete), we may be able to show the old message's translations as suggestions.
Our current schema won't let us do this based on sequence number (since the old one will be reset to zero), but perhaps we could fall back to similarity match among obsolete messages where there are no regular suggestions.
